Obstacles of the Implementation of Electronic Administration in Schools in Oman and Kuwait from the Point of View of Principals and their Assistants

This study aimed at examining the perceptions of principals and assistant principals toward obstacles of implementation of electronic-administration in public school in Oman and Kuwait. Researchers developed a survey, including five components (Top management support, regulations and legislation, financial resources, human resources, and digital culture). The survey was distributed randomly to 400 principals and assistant principals in Oman and Kuwait. There were 274 total respondents. Results showed that, the participants arranged the obstacles in descending order as following: (digital culture, financial resources, human resources, regulations and legislation, top management supports). Also, there were significant differences between the two countries in fever of Kuwait.
