The Degree of Effectiveness of the Balanced Scorecard in the Ministry of Education in the Sultanate of Oma

Abstract


The aim of this study was to identify the degree of effectiveness of the balanced scorecard in the Ministry of Education in the Sultanate of Oman, To achieve the objectives of the study, a questionnaire composed of (23) items was designed and distributed (3) main fields. After checking the validity and reliability of the questionnaire, (122) managers, their assistants, heads of departments and planning members in the Ministry of Education were invited to respond to the items of the questionnaire The results showed The results of the study found that the degree of effectiveness of the balanced scorecard were a medium degree, the results also revealed that there are statistically significant differences attributed to the job title variable, for the benefit of managers, there are no statistically significant differences attributed to gender variables, educational qualifications and years of experience. Considering the findings of the study, several recommendations were developed, the most important of which are the following: The need to provide electronic programs supporting the application of balanced scorecard to increase the effectiveness of monitoring and evaluation, work to instill a culture of strategic plans management to increase awareness among employees, Enhancing the participation of different administrative levels in the preparation and formulation of the objectives of the operational plans, and activating a system of administrative accountability.
