Abstract

After the enlargement of UN-led peace keeping operations and the thousands of people participating in, either civil or militarian, it appeared that there is an emerging problem concerning the laws that may be applied to those actors, and especially to military actors accused of crimes, or non-obedience to the procedural laws applied to them in mission. And in contrary, they are protected by the International humanitarian law in the case they are victims of aggression.
